Compass, Inc. is a non-profit human services organization that supports individuals with intellectual and developmental disabilities.  We are seeking a highly skilled, self-starter with prior experience in human services and/or affordable housing/social services benefits management for the position of Sufficiency Supports Manager The Sufficiency Supports Manager oversees housing programs and services for individuals with intellectual and developmental disabilities (IDD) in accordance with DDA regulations, organizational policies, and person-centered practices. This role ensures safe, accessible, and stable housing, coordinates with community resources, and supervises housing support staff to promote independence, self-determination, and quality of life for each individual served. This position reports to the Director of Strategic Partnerships.

Essential Job Requirements Include:
  • Provide Housing Support Services to an initial maximum caseload of 30 program participants, as defined in the Maryland Medicaid Waiver.
  •  Create meaningful relationships with program participants, their families, and their interdisciplinary teams.
  • Develop, evaluate, and revise documentation and other tools utilized in providing services in the department, including housing search tools, assessments, planning documents, ICM templates, and financial literacy and tenant training educational resources.
  •  Develop relationships with property management companies, housing developers, housing authorities, and other nonprofits to increase affordable opportunities and housing supply.
  •  Educate program participants on financial literacy and independent living skills to support housing goals.
  •  Develop Housing Plans for all program participants.
  •  Track outcomes for all program participants including those assigned to the Sufficiency Supports Coordinator.
  •  Review attendance and billing in ICM.
  •  Participate in and schedule admissions meetings for new program participants and support the Community Development Coordinator.
  •  Complete PCP documents including the DSAT, SIP, vendor contract, etc. for new and annual person-centered plans.
  •  Other services covered under the Medicaid waiver and as needed to encourage successful outcomes for participants.
  •  Pursue CWIC/CPWIC certification.
  •  Track and initiate MA redeterminations for non-residential program participants.
  •  Refer eligible candidates to certified Benefits Counseling partners until CWIC/CPWIC certification is obtained and DORS fee-for-service contract is active. Once active, provide Benefits Counseling to eligible candidates to promote self-sufficiency and long-term income stability for the people supported.

·Peer Mentorship:

  •  Lead training in coordination with the Support Services Coordinator to educate incoming peer mentors during their initial training period.
  •  Recruit and manage peer mentors with relevant lived experiences.
  •  Track mentors’ skill development and performance based on mentee outcomes reported by Support Services Coordinator.
  •  Perform outreach to CCSs, other agencies, community partners, and TY to recruit mentees.
  •  Pair peers based on comprehensive life skill and experience assessments for both mentees and mentors.
  •  Develop tools and documentation crucial to the performance of the program, the education of mentors, the measurement of outcomes, etc.
  •  Review attendance and billing in ICM.
 Other Initiatives and Responsibilities:
  •  Facilitate community-based roommate matching events to support successful relationships between people in HSS.
  •  Pursue partnerships with developers and other agencies to increase the affordable housing supply and opportunities in our communities.
  •  Facilitate the Compass self-advocacy group biweekly.
  •  Serve as a point of contact for self-directed billing processes for both for HSS and the programmatic team.
  •  Attend and represent Compass at TY Fairs, resource fairs, Chamber meetings, advocacy events, etc.

Key Requirements and Qualifications:
  • Bachelor's degree from an accredited university in bachelor’s degree in Human Services, Social Work, Public Administration, or related field (master’s preferred).
  • Valid driver’s license and reliable vehicle with auto insurance and a good driving record.
  • Pass a background check.
  • Minimum 3–5 years of experience in housing programs, preferably within DDA or IDD services.
  • Supervisory experience in a human services or housing-related role.
  • Strong knowledge of DDA regulations, HUD guidelines, Fair Housing laws, and accessibility standards.
  • Excellent organizational, communication, and problem-solving skills.
  • Proficiency in Microsoft Office and data management systems.
  • Ability to work independently, manage multiple priorities, and meet deadlines.
  • Strong collaborative, time management, communication, organizational, and reading, writing and math skills.
  • A dedication to Compass’ mission to support people with IDD and their families to live the lives they desire in communities of their choice.
Preferred Qualifications:
  • At least three years’ experience in the human services field, with a preference for direct service roles dealing with the IDD population.
  • Knowledge of DDA services and billing procedures.
  • Experience with OneDrive, SharePoint, Microsoft Word, Excel, LTSS, and I Care Manager or similar care management software.
  • Experience developing and managing programs and supporting new initiatives.
  • Experience/familiarity with affordable housing programs and social services benefits.
Compensation and Work Conditions:   Starting pay $68-$72K a year depending on qualifications.  Excellent benefits include health, dental, vision, short term disability and life insurance as well as 401K retirement plan with generous employer match.   Paid holidays and 15 days of paid time off (PTO.)   The hours of this position are generally M-F 9a-5pm but flexing of hours to enable working some evenings or weekends as needed may be required. Compass offers a welcoming, collegial environment that is well-suited for a team player.
